Actually the animal abuse registry is supposed to be a publicly available registry. The government can already check people's criminal history. And yes people will check this. Now if people are really abusing and torturing animals of course we need to do something about it. But not everyone charged with abuse of animals is doing that. For instance a man was charged in California with animal abuse for feeding stray cats. For real. His arrest is on youtube. The cats were euthanized.
