a) It's definitely a parody of He-Man. Of course it is. They've taken a clip from an actual episode and dubbed it with amusing dialogue.

b) It's not to make him sound TOUGHER. It's playing on the fact that he had a ridiculously high-pitched, pre-pubescent voice in the actual cartoons, hence the line "My voice finally broke!"  The whole thing's for comic effect, they're not genuinely suggesting a better voice for Skeletor.
