He's saying there are tons of unwanted kids and/or kids with disinterested parents i..e via teenage pregnancy, or born into a situation of parents on welfare or absent dad or just churned out in Africa ... end up not getting the nurturing and care they need as children without the proper parenting and role models in their life.
