Biological control methods are somewhat effective but aren't always cost effective and don't remove vegetation and kill it at the root system. We have a vegetation management tool that not only kills the plant at the root, but does it without getting chemical into the water or into the air since it only applies a precise amount of chemical as it cuts and removes the vegetation. It's perfectly safe to use near sensitive wetlands.
