it's because each one is handmade, so depending on the maker and even the material, the sound comes out differently. Because the kayageum is made from natural material, the sound also differs from player to player.
I play the daegeum, and it's like that too. I had to go through three different daegeums to find a one that sounded SIMILAR to my teachers. My first one was a whole key off! LOL :D I think this is why korean instruments sound better solo rather than in trios or quartettes.

I'm pretty sure I was there for this peformence..If you are evr in LA, take the chance to see Dr Kim an' his musicians..I think it was UCLA's program of korean Traditional arts..The korean Cultural Center on Wilshire usually holds events. Bravo.
One hears the zither, I began to see that in Korean music...how it the chinese influenced Italian..etc.
It's quite remarkable an' fascinating to discover how things fit together in the big picture.
