i don't think so... at least the people i know.. as I said the people that actually did pay attention in class, and wanted to learn english.. it's easyer to speak norenglish for us norwegians but it gets a more easy flow to it when your mind is set on an english language-like american.. if you think american when your speaking english it works and the norwegian sound to it goes away.. even a moron can do that

the younger generation of norwegians pretty mutch all talk english like that.. the ones that don't really haven't payed attention in class.. we start learning english at six and all the way throug 13 years of schooling.. so people under 30 in norway pretty mutch talk just fine when they are speaking english..
