There are still tribes in the fringes of Europe, with people such as the Sami. In Scotland, well the clans were maybe not quite tribes, but not far off, and their power was only broken in 1745. In Europe it seems there is a long-standing cultural acceptance of the value of homogeneity...of everyone being culturally similar. I think that's a sad thing that we couldn't celebrate diversity. Even today people struggle with that idea.
