Listen, i am going to tell you a Confusing thing, in the Anime, there is actually, MORE ZAPDOS'S, ARTICUNO's, and like that! And in the Movie 2, it looked like Zapdos, Articuno and Moltres was special, so i guess this guy took the more Zapdos's Idea from the Anime maybe? well, since the name is Thunderstorm, I would think that it's a kyogre because it's ability drizzle makes it rain and it can learn the move thunder so that might be their water pokemon idk
