This is a part of my field of work. That's thermoplastic, not paint. It should cool in about two minutes, which is why they didn't leave it taped off. As to it getting dirty and marked, that's always going to happen with a job hits the filthy tires of traffic. It's heartbreaking, but is only a problem if the stuff gets scraped off or peeled up.

In my opinion the reason it blacked out was because of the lack of reflective beads
Cure time is essential but it doesnt take long to cure.
