The problem is - how do you make the distinction between civilians and enemies? People could easily learn tactics to stop themselves getting shot and lead the robots onto other people. They'll never take over, we have more than enough ways to disable robots remotely, but they might cause civilian casualties. The US makes enough of those as it is :P

The computer science behind this isn't so complicated. The hardest step is getting reliable language capabilities.

But you are right, most of the stuff is being designed with human operators in mind (although less so for robots controlled by troups on the ground.)

The project will assume a general code name of HARM or Human Actuated Robotic Munitions. The other developmental thread is to creat exo-skeleton armor for soldiers which, for example, increases their strength by 2, 3 or 4 fold.

The reason we do this is because we value all human life, most especially noncombatants who may come in the way of harm. A HARM unit is not going to be scared into shooting at unknown persons, but can take its time to find the real bad guys.
