Actually it's not from 1983... it was released in 1980! The album is called "Eating Pleasure", which was produced by YMO (Yellow Magic Orchestra) and sung by Sandii. This album was way ahead of its time, experimenting with innovative electronic sounds (including electro-funk, ambient, acid house, techno, trance, etc.) that wouldn't gain popularity until many years later. Another great track from the album you should check out is "Zoot Kook".
