You do this by strategically and purposely placing a very short snippet of the picture you want to use exactly in the middle of your video. Meaning you can then choose that frame as your thumbnail.

Just to add when you're a featured hit on YouTube you can upload your own thumbnails for more views. It's a dirty system but we can do this too with the trick I mentioned above.
