It's not a ripoff of Shikamaru and the author didn't steal the idea. Even his name "kage" makes it obvious that is is a pun/tribute to shikamaru. There are a lot of references in manga/anime to other manga/anime just because they respect each others work. Oda from One Piece let Sanji power up like a Super Saiyan one time. It's a well known fact that Oda is a big fan of DBZ. He doesn't want to steal the idea it's more like a compliment.
