My father told me about this after we passed one of this billboards on the 4th ring road. I've included it in my masters thesis its such a funny story of how corruption adapts. I heard he offered designer handbags in return for votes.

the guy is buying votes in a kuwait elections, he denied it of course and yes he got elected in parlament, if you did not know kuwait just let women vote first time in their history so he was paying some women to vote for him, the message at the end says Message to the government: He who keeps silent when he sees a wrong doing is a mute devil, and he who keeps silent when he knows about a crime is an accomplice."
