@42301nesmitht Just one guy, there can only ever be one arbiter, and its a rank, it is inherited when an elite/sanghelli performs an act of heresy, they either die without honour or regain their honour by becoming the arbiter but being sent on suicidal missions - and yeah he's in halo 3, his name is Thel Vadamee or Vadumee haha, but he plays a pretty important role throughout halo 2 and 3 after reach.
