The Fuzzy sound reminds me of the Cobra Strike albums buckethead released. Most likely written around that time and ; he must have thought it would fit better on this album. Anyways, great song like all the others on this album.

Delay's a given, and a phaser from the sound of it, for the background guitars at least... The lead sounds like it's got a bit of delay, as well as a flanger. Not 100% sure there but that'd be me guess.

Hm, now that I think about it it might be chorus mixed with wah, not flanger.

Creates a similar effect but the flange sound can be more controlled that way.

Maybe, It does seem more likely seeing how Buckethead rarely uses any flanger or phaser. But maybe he does use a tad of phaser to create that kind of "screeching" when reaching those high notes.
