Eh? Its because buying disabled firearms is easier and cheaper than buying real ones. In the UK milsurp weapons like the lee enfield, huge stocks left unused after the 60s, are disabled in the hundreds and thousands as wall-hangers that gun collectors who dont give a shit about weapons can buy.

You can't buy a m4 in cal. You can't buy a m4 period without a license. Cal has mad restriction on fire arms they sure as hell aren't going to let anyone own a m4.
