Hey man cool. As opposed to just changing the filter using photo shop (because you can get that default picture look in final cut mate!) draw over it rotoscope style, it's long and painful, but looks ace! Have you seen Waking Life? If not it's a must see!

I am using Photoshop CS3 to create the effect. I load the video, turn on Smart Filter and then apply the filters I want applied. Smart Filter lets me apply the filters to every frame of the video. I then export the video out of PS using the Export option. The filters applied are Poster Edge and Cutout.
There are a number of web sites and tools that allow you to download videos from video sites. I use kissyoutube. com. You enter the URL on their page and then click a download link. The file downloaded is an flv (flash video) file. I then convert it using a video converter to an mov file that I can edit.
Yeah, I think so too. I like individual frames, but as a video sequence it has some issues. I may just end up cartooning specific frames of select videos and using them in an intro.

you have to split the frames, but if yer really rotoscoping you'd have to actually trace each frame, not just filter it...
if this was just filtering well its the best one i've seen... just about every other filtered video doesnt quite cut it
