You do realize that Lowell was once the greatest industrial city in the world don't you? (I hope) Anyways the whole song does not technically directly relate to Lowell, but it is artistic expression anyway. Out.

Lowell MA in this case must have had an effect on the singer in some way, whether it be Nostalgic feelings, burning memories or perhaps it was a place where the singer had relationships.. I can see exactly how it relates to the title.
