It's called DTII, or Diffusion Tensor Imaging Interactive, and was designed and programmed by Jorik Blaas, a PhD student in the TU Delft Visualization group. DTII is programmed in C++, and makes use of OpenGL for 3D graphics and Teem for tensor processing.
