What made these villians think that they could outrun Wonder Woman? The villians should had knocked Wonder Woman off her skateboard and removed her magic belt to make her powerless, similar to what the rustlers did in "The Bushwackers" when they knocked Wonder Woman off a horse and removed her magic belt. The villians then could had put Wonder Woman into the back of their car and taken her prisoner, and she would had been completely helpless.
