That's not Mega Man, that's Rock Volnutt. I don't like that in the U.S. they call him Mega Man Volnutt, but he is, indeed, an entirely different character.

because, hes wack hes like an old prototype megaman. he has old technology and cant wirelessly transfer data. insted he has these gay attachments that he has to take off and replace his buster.

His name is Rock Volnutt (stupidly translated as Mega Man Volnutt), and he's not the same character, nor is he a "prototype" of Mega Man, either. In fact, he's technically not even a robot (at least not in the same sense), and he's from thousands of years in the future, long after real humans are extinct and everyone around is an advanced Biomech.

Rock Volnutt is totally different from Mega Man, so I don't think it's fair to compare the two. But I wouldn't mind having Mega Man in the game, too.

I think I'd rather have the actual character than a costume, personally. There's a lot more differences than just their armor (for starters, classic Mega Man is much shorter, not to mention the moveset). =P

Still, I don't necessarily think there's anything wrong with Rock Volnutt. This would mark the first time he's been in a vs. game, so he's far from overused. Ideally, I'd like both him and Mega Man in the game.

No, it shouldn't. Unless your Wii is softmodded (custom cIOS), or have a chip installed.

Dude, be careful if you are messing with Wii IOS installations. And cIOS is just one thing. You still need stuff like preloader + hacks.ini for region-free gaming and such on your Wii console.
