WiFi is specific in range depending on where you are located.

Hotels (some) offer Free WiFi whilst others make you pay.

You can't be anywhere using WiFi per-say unless you have the device that he's talking about or your in a place that offers WiFi. Sprint and Verizon are offering these devices.

So, technically YOU DO HAVE TO BE in a place that offers WiFi in order to use WiFi.
