Yeah I noticed. That's because this Pac-Man is based on his original 1980 design that appeared on the Japanese Puck-Man arcade cabinets. (Not the creepy yellow head with legs and red eyes that appeared on the American machines.)
Oddily no. The logo just features the Sega logo against a black background, like you would find on most non-Sonic Sega titles for the Mega Drive/Genesis, and the logo just flickers with some distorting sound effects playing in the background. I'm sure they must have used it in other film productions of theirs, since after all SEGA owns the TMS animation studio.

im glad that they change hes nose to a smaller one. Hes original nose looks so wrong. ex: paus at somewhere betwhen 0:06 and 0:08

This was from 1988 for the release of Mirai Ninja. Pretty rare Japanese film, not even avaliable on DVD.
