To bad TGBB moved Kanaan and helio back like a damn moron.

But when you see the on board, Hunter-Reay moved to the inside, which in the series, is considered blocking. So Brisco moved to the outside, which makes his braking zone later. Well...then Hunter-Reay moved BACK to the outside. So Brisco moved back to the inside, but because of his later braking zone, he couldn't slow down in time.

I would put the blame on Hunter-Reay. Brisco was a victim of circumstance.
