The spanked teen (Max) is the daughter of the military col. who walks in at the end of the scene. The younger man (played by Jackie Cooper) served under the col. wjhen he was in the Army. Jackie's wife (played by Patricia Breslin) is spanking the kid due to her VERY bratty behavior while she's been staying with them. The deed that finally drove her over the edge was the bratty kid putting Patricia's dress down the garbage disposal! Great scene! :-)

This is a clip from a late 50's TV sitcom called "The People's Choice". IMBD.COM states it ran from '55-'58. It starred former 30's child star Jackie Cooper and Patricia Breslin as a small town politician & his wife. Truly one of the best TV spankings EVER! :)

Pat Breslin played the wife of Jackie Cooper, who got spanked himself as one of Mack Sennet's original Our Gang kids back in the 1930s. He went on to play Editor Perry White in the 1970s film Superman. When he changed Lois Lane's father to a widowed career Army officer in the 1986 reboot I suspect this episode might have been in the back of Byrne's mind.
