You're right. Our military just barely oversees them. BUT, it's our tax dollars that pays them, just like its our tax dollars that pay to imprison people in Gitmo. The theory is that it's cheaper to pay a "more efficient" private corp. rather than increase the G.I. Bill to attract more soldiers to do the work. Unfortunately, private corps price-gouge us, and are less visible with regard to ethical business practice (torture).
