Actually LRH felt Pat Broker was unfit to lead. There are some direct quotes from him on this subject. LRG also feared DM much like Lennin feared Stalin.

DM needed LRH, even today everything is LRH this, LRH meant that. You didn't hear him tell the scilons, look LRH wrote a bunch of horsecrap. It may have worked in the 50's but is looking pretty dated now. Here, I've rewritten it properly for the 90s. LRH didn't fear DM like Lenin feared Stalin, you didn't get LRH currying favour with DM like Lenin did with Stalin.
