Tamarack it looks like. Big for that spot. Gets big and rideable on a nice south swell. I'd say 12ft, maybe 16ft on that set behind the rocks at :22 seconds. Fun beach to ride when it's not closed out.
My guess is they were between the north and south inlets for the power plant, looking south. A rough trangulation from the beach, over the rocks, to the wave in back seems like a wave of 16ft. the rocks are usually at least 8ft above the water, and the wave is cresting so you can see it over the top of the rocks. At 00:22 you can see a srufer paddling into the wave. I go by the 'body parts' method of wave measurement. I would say a it's ways more than double overhead, though not really triple.

i live in carlsbad and surf there all the time that day was probably on big wendsday and it was like 7 to 9 ft

gee man I dont know...one of my buddies over here just said 60 feet. But I think thats a bit much...they might be 50foot sets.
