Now, the guy who this video is mocking is Richard Berstein, who is a state elected governor on the board of governors at Wayne state. Richard Berstein has done a tons of things to help disabled people and he teaches at U of M. I'm sure John Kerfoot has at least once met Richard Bernstein and talked about this video.
