If I recall correctly, this ties in with changes made last year regarding indefinite detention, and transporting prisoners out of the country, removing their citizenship, and declaring them terrorists, to be tortured, detained, or apparently killed, "legally." Disappeared we called it. Several reports came out about different orders and changes, I bet sacramaniacs has the info with links tied together in one report, I will go look. But I remember this well, chilling portends last year.
