R.R. was the worst at funding aids b/c he didn't want to say gay on tv. bush&clinton have been really good at funding for aids, and while we don't have a cure, u can still stop aids from going from the parents to the child. EPA - hybrids, stopping pollution/smog, etc.
Education - republicans claim that no child left behind has worked wonders for 4th&8th graders
LBJ's Great Society removed poverty from the streets-RR increased it
these programs work-but the pres. has to be an intellectual
