Adobe Illustrator is great for taking pixel based images and breaking it down into vectors and line art. It is easily integrated into CAD and similar applications. You could print each color one at a time, like they do for industrial printing, or silk screening.

i have a program that you feed in a svg and it re-draws it into any windows program
