I am double clicking where i wanna go with my firefighter but i cant run, the firefighter start walking at the first click and on the second click he stop and then keep walking. Help?

did the mission practically identicl apart from the number of personnel. when i tryed to arrest the hacker it only let me question him. any ideas???
