Because the water level in the lock section would rise and flood the marina and surrounding land out. Hence the term "Flood Lock".
It would make very little difference to the level of the water in the river if you did since there is a huge weir just upstream taking most of the flow.

yes it happened and worst was to come but its all back to normal now
