Limbaugh is so full of shit. CRA loans have the lowest default rate of all mortgages.

Deregulation of derivatives which allowed banks to bundle up packages of loans and resell them is what caused banks to make loans to people who couldn't pay them back. The banks stopped making their money on the loan and started making money on the commissions and fees associated with generating the loans and then getting them OFF THEIR BOOKS.

This was begun under Clinton and expanded under Bush.
