The handles were not added on. They are original and control the individual wheel brakes. You pull them to the inside like a crank to apply the brake. The wood handles were cut off to get them out of the way, but were used because that was standard practice.

Well! we had and still have one identical to this!
only difference is that we had a hand crank starter but still a model RC

The adjusters that you see are used to adjust the angle of the plow point.
