Internet Explorer is a closed source application, which is not compatible with Linux-ELF. How could you possibly have recompiled it?
Wine remaps Win32 system calls to Linux/GLIBC/X11 native calls. I have never heard of any other software which allows one to run Windows binaries natively.

i got internet explore on gentoo one time without wine i just did a little terminal stuff to re-compile the program around my gentoo install.
