Pay the $90 bucks, then send the court an invoice for the time you spent in their court billed @ $250/hr. If they don't pay, sue them for the amount due. I doubt they'd have much of a defense in court, seeing as they believe it's acceptable to charge you. If they can make up a charge and levy it against you for their time, you can do the same.
