He started wearing a white jump suit because he saw so many concerts where the performers were hard to see at a distance because of dark clothing. He wanted everyone to be able to see him. The Who were very competitive with each other for attention of the audience. This was a driving force behind their live shows. That's how I always understood it.

Townshend has a way of "remembering" differently and changing things to fit. Tommy is a perfect example. The song title 1921 really didn't fit the story of tommy's dad being a WWII pilot shot down. In the stage versions it was retitled 1941. Although, Townshend is a R&R god, his memory can be very selective from times.
