Yeah, you need to throw a bag over it. It really is the rule. I think it is funny though. These racist Japanese are commenting so adamantly. They want to make sure that gaijin obeys the rules! If you were Asian, you still need to keep your bike in a bag, but they would not comment about it. That is the passive-aggressive way that way that Japanese show their hatred for foreigners, especially white males, despite the fact that many foreigners helped them after the quake.
