The whole thing is a tongue in cheek play with the bullet train concept. That's about the fastest that train goes. What's curious about it is the gate guards. Each street crossing has 5 or 6 attendants. Socialism.

This is one of those little vignettes that perfectly reveals a slice of life in Vietnam. From the Bullet train that isn't to the last guy who drives down the street in the wrong direction.
