This was kindofa dumb move on my part. The best way to get birch bark to take a spark is to rough/tear the outside of it with a piece of gravel or something. You want nice ultra-thin (like onion skin) strands of it hanging off everywhere. A knife tends to just cut them off rather than make good long strips.
