@sebastiansz Since the module was so large, putting in racks would have made it too heavy to launch on the shuttle.

Well, it's not that big anymore. They've filled the lab up with racks, and soft covers where the racks are still missing. So now it looks more like the Destiny-lab, though still longer and more tidy.
