If you mean the "Ruby" ico, you should find the image from "unLZ gba" program and change it.

export the original picture and paste the image you want over it and then fill in around the image so it looks natural. then save it

go to number 2011 on unlz and i think its a puzzle u have to solve, replace the pokemon in the solved puzzle with another pokemon, then turn te replaced pokemon in the place where the venusaur then turn it back into the puzzle then import and have fun!!!
