excuse me if im wrong, im only in my first year of ICT studies.
BUT
surely this would be impossible anyway? Both people in this "example" would have to have the same software to enable this. For instance you cant P2P (Person to person) on limewire without a P (person)... and tbh if you had this sorta software on your computer you'd have to be a tit, cause if a persons able to switch on your webcam, what stops them from totally hacking your computer?

The idea of these kind of things are that they use code's to access the webcam and create the P. Without the PC user knowing.
