You didn't tune it right. I could tell by the way it turned, took bumps, jumps, and how high it was off the ground. It look's like you have a lot of mid-high end torque, and your downforce look's like your pegged to the ground.

haha naa dude fraps saves the video in a seperate file when it exceeds a certain size so it creates a new file whit a few fps of game missing. also look at the total speed and the chances of getting the same car ahead of me to be in the same place..unlikely lol
