According to the story in SFA3, he fought in the streets so much that eventually it landed him in jail. Now that makes no sense, but after thinking about it, maybe he was arrested for multiple counts of Vigilatisim, Assault, Assault with a Deadly Weapon and Destruction of Public and Private Property. Just a thought.

He was arrested because he became too obsessed with fighting people and eventually was arrested for misconduct. Of course, while in prison, he continued his fighting habits and got bored with the inmates and broke out to find a better challenge.

of course I did, and your position doesn't have many sense... because he (with Haggar aand Guy) alkso killed lot ot street guys. But the other answers gave me the hint: he became vigilante and destroyed lot of private properties, also a plot with Edi.E and Mad Gear. cheers.
