It's a Synth, the Combine captured a planet that contained these things in a more natural form (no cannon, no armor, no spikes on their feet, etc) and modified them for use in combat, as well as controlling their minds.

The Soldiers and Elites as well as the Stalkers are examples of Human Synths. (Soldiers and Elites were made far earlier than Stalkers, as they have to rely on weapons that can be taken from them, while the Stalkers have a built in way to fight, Stalkers still recent though.)
