If anything, green house gas emissions have increased at an alarming rate. The US - one of the largest emitters on the planet of green house gases - refused to ratify the protocol. However rapidly developing countries such as China who are the manufacturers of our goods dont even see the problem yet. China is in an industrial state much like the US was in the 1900's. At least developed countries like the US and UK are aware of the problems, while China is throwing large amounts of mercury into the air.
